CCW Lesson 1 – Firearm Safety

1.5 hours – 4pm-6pm

Lesson I: Firearm Safety (1.5 hour) 

  • Identify the main causes of firearm accidents. 
  • How the three fundamental NRA rules for safe gun handling apply when carrying or using a concealed pistol.
  • How the NRA rules for using or storing a gun apply when carrying or using a concealed firearm.
  • The importance of carrying and using a pistol responsibly and ethically.
  • Special safety considerations that must be observed when carrying or using a concealed pistol.
  • The various techniques for storing a pistol safely.
  • Name the three major components of a firearm and describe their functions.
  • Safely demonstrate how to handle a firearm in a safe manner

FIREARM SAFETY

  • Discuss responses briefly. 
  • State that safety is always the primary concern when handling firearms, whether the guns are located in the home, at the range or in the field. 
  • The major causes of gun accidents. 
  • Ask participants: What do you think are the major causes of gun accidents? 
  • Discuss responses briefly. 
  • State that ignorance and carelessness are the primary causes: a lack of knowledge of firearm safety or operation (ignorance), or the failure to apply one’s knowledge when handling guns (carelessness). 

State & Explain the main causes of firearm accidents.

  • Ignorance – lack of knowledge.
  • Carelessness – poor or improper attitude
  • Explain how the three fundamental NRA rules for safe gun handling apply when carrying or using a concealed pistol.
  • Explain how the NRA rules for using or storing a gun apply when carrying or using a concealed firearm.
  • Explain the importance of carrying and using a pistol responsibly and ethically.
  • Identify the special safety considerations that must be observed when carrying or using a concealed pistol.
  • Identify & explain the techniques for storing a pistol safely.

NRA Rules for Using and Storing a Firearm

  • Know your target and what is beyond
  • Know how to use the gun safely
  • Be sure the gun is safe to operate
  • Use only the correct ammunition for your gun
  • Wear eye and ear protection as appropriate
  • Never use alcohol or drugs before or while shooting
  • Store guns so that they are inaccessible to unauthorized persons
  • Be aware that certain types of guns and many shooting activities require additional safety precautions

The NRA rules for safe gun handling 

  1. Instruct participants to turn to page 4 of the New Shooter Guide. 
  2. Explain that NRA has developed the following three basic rules which should always be applied simultaneously when handling or using a gun. 

ALWAYS KEEP THE GUN POINTED IN A SAFE DIRECTION. 

 Have participants read the first rule aloud. 

 Ask What do you think is meant by a “safe direction”? 

 Discuss responses briefly. 

 Explain that this rule means that a gun must always be pointed so that even if it were to discharge, it would not cause injury or damage. 

 Note that controlling the gun’s muzzle is the key, and that common sense will dictate the safest direction. 

 Indicate the safe direction(s) in the facility you are using. 

 Demonstrate this rule by picking up a firearm, identifying the muzzle, and noting that you have it pointed in a safe direction. 

ALWAYS KEEP YOUR FINGER OFF THE TRIGGER UNTIL READY TO SHOOT. 

 Have participants read the second rule aloud. 

 Ask If your finger is kept off the trigger, where should it be? 

 Discuss responses briefly. 

 Explain that the finger should rest outside the trigger guard, along the side of the gun. 

 Demonstrate this rule by picking up a firearm, identifying the trigger, while keeping the gun pointed in a safe direction.

ALWAYS KEEP THE GUN UNLOADED UNTIL READY TO USE. 

 Have participants read the third rule aloud. 

 Explain that you check whether a gun is unloaded by removing the magazine (if removable), opening the action, and visually inspecting the chamber(s). 

 Demonstrate this rule by identifying the magazine (if any), action, and chamber(s) on the firearm you are holding, and noting that the magazine is empty or out, the action open, and the chamber(s) empty. 

 Have a participant verify that the gun is unloaded. 

Safe Handling Practical Exercise 

  1. Note that when handing a firearm to another person, the three rules of gun safety must be observed simultaneously, i.e., gun pointed in a safe direction, finger off the trigger, magazine out, action open, and empty chamber(s) visible. 
  2. Emphasize also that a gun should not be accepted from another person unless its magazine is out, its action open, and its empty chamber(s) visible. 
  3. Ensure participants demonstrate the three safety rules while handling the firearm. Have participants describe each action they perform, i.e., that they are keeping the gun pointed in a safe direction, etc. The firearm’s action must remain open during this exercise, and must not be manipulated by participants at this time. Have participants hand the firearm back to you when they are done. 
  4. Offer guidance, direction, encouragement, and positive feedback as appropriate 

Ethical Responsibility

  • A firearm is a tool of last resort
  • The threat of severe bodily harm must be imminent
  • Are you capable of taking a life?
  • Are you capable of exercising mature judgment?
  • You are responsible for every cartridge fired

Special Safety Considerations

  • Think ahead
  • Proper gun retention in holster
  • Proper carry mode for your gun
  • Direct Possession and Control

Consider what gun you will be carrying, your attire, and where you are going. These things need to be thought out beforehand.

  • Ask students what they think Proper gun retention is? Can they provide any examples? If not, provide them to them.
  • Do you have the proper carrying device for the attire and location you will be going?
  • How would you carry to the grocery?
  • Do you go to a gym?
  • How would you carry whilst camping?
  • Regardless of the firearm, it must be under Direct Possession and Control OR placed in a secure location.
  • Define: Direct Possession and Control: The firearm is in a location where you can see, touch and/or feel it.

Safe Firearm Storage: Locking mechanisms

Using TPI, discuss the pros & cons of each of the Locking Mechanisms.

  • Discuss the Pros & Cons of a keyed lock. Emphasize that they’re are more difficult to open under stress.

Discuss the Pros & Cons of a battery operated biometric lock.

Using TPI, discuss the pros & cons of each of the Storage Devices

NOTE: Emphasize that a gun safe is not viewed as a storage device for quick, quiet access.

INSTRUCTOR NOTE: Discuss this picture from the perspective that it is a Locking Hidden Compartment builtinto a piece of furniture. Explain the differences between this and a why a nightstand IS NOT a safe way to store a firearm.

NOTE: Gun cases should not be used for longterm storage/transportation unless they can be secured to a Hard Mounting Point.
